Leadership systems
This page captures the system and coordination content from the LA guidance documents that does not belong inside
individual strategy cards. Use it to improve consistency, thresholds, and joined-up implementation.
Register and threshold consistency
- Be clear what sits in OAP, SEND support, and specialist pathways.
- Use consistent threshold language across SENCo, pastoral, curriculum, and leadership teams.
- Review register decisions using evidence from APDR cycles, not isolated incidents.
- Avoid diagnosis-only gatekeeping when needs-led classroom barriers are already clear.
Implementation consistency across adults
- Agree non-negotiable classroom scripts and routines for key barriers (instruction, transitions, de-escalation, re-entry).
- Check fidelity across classrooms, not just whether plans exist on paper.
- Use CPD and coaching to improve consistency for high-frequency barriers.
- Protect predictable communication between teachers, TAs, pastoral staff, and families.
Joined-up planning
- Link attendance, behaviour, learning access, and wellbeing planning for EBSA/reintegration and complex cases.
- Avoid parallel plans with conflicting thresholds or language.
- Make ownership explicit for reviews, parent contact, and data collection.
- Escalate to multi-agency planning when school-only adjustments are not enough.
Monitoring, performance, and funding
- Use progress measures that include participation, attendance, regulation, and access, not only attainment snapshots.
- Track whether funding and staffing are improving access quality, not just intervention volume.
- Review patterns by environment and lesson type to identify system friction.
- Celebrate inclusive practice as a performance strength, not only exam outcomes.
Use site data to check implementation quality
- Review SEND profile pages for barrier patterns and escalation indicators.
- Use SEND learning strategies to align implementation routines and adaptation language.
- Use SEND behaviour strategies for consistent preventative / de-escalation scripts across teams.
